that's just part of the setting, same with the lack of plants, harmless critters etc.


EDIT: actually the lack of harmless critters might also be to lower system requirements.
the first 2 fallouts probably would have had less trouble to render them but what's the use of rendering small animals if all they do is get in the way and possibly provide food, so i'm guessing it was a game mechanic type of decision there.
